Creation of field groups is easy: just enter the group code and group description.

Then, you can create fields (see menu entry above) by first selecting a group in which to create a new field and then by selecting "New Data Field".

Another option is, from the step above, instead of selecting the group first, go directly to "New Data Field" and then select the group from the pop-up menu.
